It was written somewhere (I want to say a Geass novelization) that not all seats of the Round are necessarily filled, despite the numbering. The number title each knight has is not an indication of his/her power level compared to the other knights, beyond the authority of the Knight of One getting his own area. So maybe the named Knights of the Round are the only currently active ones.
