Oh, I know you're probably right. It's just that they could have acknowledged each other without returning to being friends and in anime during the last episodes, they really didn't seem to be too friendly with each other. You know, stuff like smiles doesn't hurt (you hear me, Suzaku? -_- well, he probably won't smile until the end of his life [that's even more the reason he should have done it when he was still truly alive -_- ])
I think Suzaku's questioning toward the end and Lelouch's general gentleness toward him speaks to this. That questioning is actually the only thing that makes me believe in Suzaku (crying after killing Lelouch is something different). And when it comes to Lelouch, well, I think he was always gentle towards him (despite episode 25 from first series and after the "betrayal" in R2 but that's quite undersandable) - I think Lelouch bears Suzaku no grudge. Hell, he considered him as friend even when they were fighting against each other. That's why I'm more concerned about Suzaku's attitude towards Lelouch in the end, which was not clear.
Also, I don't think Suzaku is apathetic so much as resolved and probably pretty damn sad. Being sad after what happend is other thing (because now he's probably constantly angsting and regretting [well, he doesn't have anything more to do]). What matters to me now, is if he considered Lelouch as friend -when they both were still alive- and not just as a tool to make him receive his punishment and make the world better place.
