Most of the stuff I've seen has had a really good dub, but it really depends on the series, honestly. I just found the Lelouch-Rossiu and Suzaku-Simon role reversals kind of hilarious, especially the endings - the war-time hero leaving peacetime leadership in the hands of his (less popular in fandom) friend.
That's a really subjective debate: Both versions are very popular, and which is better debates get horrible. I personally prefer the newer series, because it follows the manga and I like the manga plot and themes more and I am not entirely satisfied with how the first anime ended, but it isn't complete (until next week, anyway), and only a third has been dubbed so far. Both are very well done, though. I'd recommend the newer one, but someone else might gave a different opinion.
