Mm, your final paragraph makes some strong points, especially about quiet latent anger, which I think is so very fitting for Suzaku the phoenix. I, as well, never saw Suzaku as a rational character, which is why the sudden desire for power threw me so violent. This is, by far, the one thing I am most grasping at when it comes to analysis. But I also believe that Suzaku wants to be with Rounds for a reason, as he again refers to his "changing the world from within." And that, bizarrely enough, is strategy. He used Lelouch to get there of course, which is where my whole theory of adopting Lelouch's mentality comes into play. He may be very well grasping onto an idea and running with it for as long as he can, but he is also learning. As Realms said, he is dealing with things. I think I must truly admit that Suzaku is... rationalizing or at least attempting to for the first time.
