Maybe the bag with holes did work. But then it's not even normal for a person to walk around with a bag on her head without anyone noticing, especially she's walking with lulu (the one under surveillance). Suzaku must be really dense to not notice this.
Suzaku being dumb is a universally-accepted Geass fact XD But it was a festival so people dressing funny would not be too out of place. It's only because of her green hair that it looks obvious to viewers. If we're living in a universe where pink and green can be natural hair colours, maybe the bag trick won't look so useless to us too.
