Suzaku would never have walked off and left her if he'd shot her, even accidentally.
I think he is going to hear Lelouch's screams and find her in his arms.
Also, if Rolo wanted to make it look like suicide, surely he'd have shot her in the head. Shooting oneself in the chest is not exactly easy.
