Schneizel, simply because both Suzaku and Lelouch are too screwed up to actually do a good job handling the world. Even if Schneizel ends up being a 'bad guy' he'll never end up as crazy as those two.

In fact, screw that, Schneizel would let Odysseus take the throne and then become the power behind the throne.
