Like I mentioned above, while the Geass is highly dangerous, I think Lelouch's variation would be more difficult to cause the level of problems Mao had. Now there's the ability of Lelouch to mess things up royale through Geass, which I think is more likely.
Why would Euphemia hurt anyone? She's strong-willed yes, but definitely not the warrior her sister is. While it could be possible her idealistic intentions might be the cause of the tragedy, I say it's more likely to be Zero's fault. I'm mostly going off all those images of him looking sad while holding a gun or outright furious in the Animage cover. Since the summaries seem to hint at Euphemia meeting up with Lelouch, maybe something goes wrong right there.
