Britannia slacked off on its "public speaking" classes with Euphie and Lelouch. I imagine it's because Cornelia used hers to make Clovis cry when they were kids, and someone decided that sobbing heirs-to-the-throne were more trouble than rhetoric lessons were worth.
Ooh, or Suzaku could have fired his last shot at Gawain and missed. And Lelouch offers a SECOND CHANCE because he's Zero and just that sexy.
