Well , I think this picture is when he's dressing up as Zero. ^_^
According to official images from the magazine, under Zero's mantle and suit , he wears long black gloves and a black turtle-neck T-shirt with no sleeves. (It will be much easier to figure out if you see those pictures.)

Well,there are two possibilities to what Lulu is doing.
1.He's undressing.
2.He's dressing.
