I do consider Lelouch rather far away from the inheritance. It just makes more sense plotwise. Otherwise, why didn't he just go "I AM PRINCE LELOUCH", kill his elder brother (it's easy with the Geass), take the throne and then demolish Britannia from within?
There're probably other children we don't know about, especially since it seems most of the competent ones are sent around to various areas. Euphemia strikes me as older...but then I think the Emperor could be a polygamist, though maybe not by choice...marriage is a good way to keep political alliances intact, after all. And to keep the factions from killing each other and altering the power balance, they'd have to be Empresses, too.
Then again, it's just weird if Clovis is 3rd and Lelouch, estimated 9th, were playing chess together. Unless they're all raised closely.
