Sorry, but Marianne's murder being more of a mystery *isn't* plot development? Marianne called off the guards herself = plot development. Cornelia knew nothing about the murder. Neither had Clovis (who was murdered anyway). Lelouche hasn't geassed Schneizel (yet) but it pretty much looks like everything Lelouche assumed he knew is wrong. This is also character development for Lelouch.
Suzaku and Karen now know Zero is Lelouche for certain. Vialetta also knows. Therefore 'Zero', the secret identity, may well be dead in the water. And of course, Shirley possibly knows. Karen has also been revealed as being with the rebels at the academy; her cover is blown too. All of this is development.
The first Prince had a speaking role! That was a development!
And of course, VV has Nunnally = plot development. VV is a late plot development in his own right, designed to carry into the second season as he's barely been explored yet.
If the series had ended without energy and power, I might be complaining about it finishing without every thread tied up in a neat little closure package. But they clearly have enough story and easily enough momemtum to easily carry the story through into season 2 with a bang. Literally. >)
