Perhaps not. As I've pointed out in another comment, Suzaku might be trying to elicit a reaction so Lelouch will pull his gun on him. He wants a reason to be able to finally fire because he can't bring himself to do so at this point. Some part of each of them, selfishly driven or nay, doesn't want to allow them to kill the other. I think the continuous gun-shaking Suzaku displays could be indicative of that.
