yes, sugiyama is a shy... relatively conservative person? how do u say it... he's the type that seems to be always very serious and not good at joking around :3 but he's cute that way XD that's why i think in a way his voice suits sasuke (cant seem to take jokes), and most of all, ishida uryuu (very nerdy..?) from bleach XD!!! maybe u can say he's a typical "blood type A" person according to the japanese... o.0

XD im sure it'd be hilarious if he does that!! i think it's totally possible for junjun to do that, even if there's no specific corner in the show for him to do that!! XD but then, sugiyama-san's reactions towards these things might be "ahaha... ^^;;;" conservative!! and reduce junjun's playfulness!! D: junjun is not crazy enough by himself! he needs someone more crazy like... kishio-san to bring out his high-side... LOL sorry going into fangirl mode again >.> anyway maybe the show will just take on a more serious atmosphere which would suit the code geass mood... XD it'd be fun!!
