Haha, no, I don't think he hates Britannians. He still identifies himself as one (which is one of those things I thought makes the series interesting). What he hates basically is what Britannia stands for, which is like....personified in his family. In that regards it makes sense if he wants to 'change' Britannia for the better and debase its current cutthroat values. However, I'm not sure his 'knights' would agree with him.
Of course, this could be just him using charisma/good old half-truths to build the country and people he said he would. People generally flock behind an ideal, and it probably is better to present himself as Mr. Good Guy, so he'll get support from more quarters. Otherwise, the method he's going with for this rebellion is completely wonky if he's dead honest serious straightfaced about this whole ally of justice thing. Lelouch of all people should know it's not that simple.
Also, somewhat unrelated. Do you think the Emperor knows Lelouch is alive by now? He's been 'talking' to Clovis, after all.
