They could be helpless, if the Chinese Federation is not open to negotiations the way they were in communist days. Or maybe they just don't have Knightmare Frames, though how possible that is considering Japan could develope its own mid-war is problematic. Dang, we just don't have enough information. I hope Sunrise cover those more in detail, too---something like overthrowing an Empire is too big to be confined to Japan. Not to mention that I'd like to see Lulu go off Area 11, however unlikely that may be
