I find the idea of the Emperor coming to Japan highly unlikely since he has so many representatives he can send. Also he must have plenty of people who wants to assassinate him.
Taking the chaos to the global scale = win, though I'm not sure if that's what they'll do.
Dunno if Lelouch really wants to take the matter to that level. He is ultimately trying to solve a personal conflict. I wonder what Lelouch was planning to do before he got his Geass power. He could very well have gone Suzaku's route and break Britannia down from within as a high ranking official or something.
