I've been wondering about the Emperor. He seems to have some kind of superpower. He knows about this "legend of Ragnorak" that we had no explanation of but possibly has to do with Code Geass. But we have no idea what he can actually do. >_<

Probably not. He did say those 2 things are the same to him.
Re Lulu's schedule: Yeah, maybe he had no plan, but he did intend to do something about it so he must have thought about possible ways of achieving his goal. Though you're right, he is a bit too recognizable. He can always try to disguise his name.
