I would say Suzaku's outfit is more similar to Michael's (Wendy's brother, and the token "This is for the greater good!" character in GunxSword) + Ray's (avenger) scarf. I think whoever wrote that description must be a 2cher, because this "GunxSword cosplay" gag originated from there; there have been no official statements whatsoever from KimuTaka about the calendar. It may have been a cheeky homage to GunxSword, but I think that ultimately it has more to do with the traditional color scheme in RPGs: "villain" wears black, while the "hero" wears heroic colours: blue, white and red.

There has also been a lot of discussion on 2ch about the chains and the cloth, but that's probably just a lot of over-analysis from people who are thinking too hard. I liked quite a bit of what was said though, like how Suzaku's "bonds" aren't bonds at all, and can be easily removed if he wants to (but instead it looks like he's obstinately pulling them tighter -- and suffering for it). On the other hand, Lelouch's "bonds" are heavy and real, but he welcomes the burden without resisting; he has that "Chains? What chains? I'll bear/break them all!" smirk on his face. Extreme over-analysis over something that may have been there only for aesthetic purposes, but it made sense to me.

Planetes is the Code Geass team's previous work; GunxSword came after Planetes, but that was a project by a different team from a different studio (AIC) led by Taniguchi, with some of his free-lance regulars joining in. Aside from KimuTaka, none of the other drawing staff from both series overlaps. The main creative force for GunxSword (producer, series compositionist, main scriptwriter) is also completely different.
