I guess so. But, it sounds like they're animating it really well based on the frame count for some of the scenes the animator mentioned. Here's what the animator said (thanks to Celiss' translation :D)

- According to her, Geass season 2 requires more frames than most other shows. This is where it gets interesting, because she actually describes some of the scenes:

Lulu positioning a chess piece, 20 frames, 3 days to complete
XX (new character) takes off helmet, 20 frames, 2 days to complete
XXX (new character), hair waving in the wind, 14 frames, 1 and a half days to complete

- Her opinion on the season 2 art style: It's closer to KimuTaka and ChibaYuri's style now than it is to CLAMP's. According to her this makes it all the more difficult to animate, and she suspects that Code Geass season 2 is now #1 on the industry's "Black List" (I'm assuming it's a list of shows animators would rather not work on because of the workload)
