The thing is that while the reporter (Diethard, I think?) seems to have a similar disaffection with Britannian society, and the other Japanese rebels/terrorists have similar goals, neither of them is actively working with Lelouch/Zero yet. But they might eventually wind up being key black pieces.
I hadn't thought of Lloyd, but he might make a better bishop than Guilford.
