Yeah, it makes sense. With V.V. kidnapping Nunnally and then Rollo showing up and basically taking her place in Lelouch's memories as his brother--- only someone with Geass powers could make Lelouch and the rest of Ashford just forget about Nunnally like that and not question why Rollo is suddenly around now.
And because of the whole set up of bringing C.C. out with Lelouch by Britannia and not seeing Rollo then for the rest of the episode? If Rollo isn't directly V.V., I definitely think he has a really strong connection to V.V. and the Emperor.
Just start putting 2 and 2 together-- it's not rocket science the writers are giving us here.
