As I was rambling on incoherently in the comment above this, I think perhaps Lelouch did not get shot after all. The pull of the Geass is insanely strong, and I'm not sure Suzaku could best it. He might have done what he did in 18 and just hold Lelouch at bay. Something stopped Lelouch from firing. I'm wondering now if it wasn't someone showing up. Though the spoilers/rumors I have heard seem to clash a little so I won't go into them.
I have no idea about Kallen. She obviously wasn't brainwashed like the rest so she must have escaped somehow. And she is now willing to accept Lelouch as Zero since she worked with C.C. to rescue him. I'm fairly sure she was faking it in Babel. Somehow everyone, including the Black Knights, knew where Lelouch would be. I think C.C. and the Emperor are playing a bit of a chess game themselves. Capture the king. The Emperor has evidently decided to start his play with pawns before moving onto the more versatile knights. Who may be step 2. As I said before, they're definitely biding their time. A year?
