He didn't kill Lind L. Taylor because he thought he was a threat- why would he consider him a threat? He had no reason to believe they had any idea who he was at the time, in fact, he specifically says in that scene that they don't. He killed him for standing up against Kira, the god of the new world- "Those who disobey God... they're the evil ones!" That wasn't self-defense, that was his god complex running at full power. That is in fact the precise point where it is established that Light isn't in this to create a better world, he's just in this to become God.
