In fact, I think one of the Baron's lines suggests there is wide scale brainwashing going on in a semi-enclosed area (maybe Ashford?). He says something about having to leave the "outer parts of the settlement". I do believe everybody in Ashford - including Villetta - have been brainwashed, otherwise it would be hard to introduce Rollo as if Nunnally had never existed. If something like that happened, I believe it had to be Charles' doing. Only the Emperor would be that megalomaniac and conduce such an experiment under the local administration's nose. And if that is the case, then either C.C. or Lelouch or both are extremely important indeed as far as Charles is concerned.
Of course, that might be extremely far fetched, but that was my initial hutch. :)
