Her dress looks similar to a cheongsam (http://en.wikipedia.org/wiki/Qipao), so you could probably find a pattern for one of those and modify it to make it longer and add the extra slits. They open up from the front (it looks like C.C.'s has a zipper) and you just slide into them. I'll be happy to help if you have any more questions. :)
