It is a good theory, the one about her not being used to her new rank. Though I don't think the baron was the original commander. Villetta has been in her post throughout the year. She is in prime position to be at the head of the surveillance. And yes, I don't think she knows Lelouch is a prince.
While he may not expect them to surrender, he still manages to minimize death. I think that fact itself is important. And I don't think Suzaku will ever accept that fact that the world won't conform.
Interesting opinion that Rollo might think that once C.C. is dealt with, he can have *his* Lelouch for keeps.
