This is my attempt of translation. Mostly I compared the kanji with my dictionary so most of it should be right... I'll also put the furigana, just in case I someone wants to correct if I'm wrong

(Raishuu funinsareru Area 11 no shinsoutoku da) Lelouch: "The new governor, a simple student is?" (Soutoku ni tada no gakusei ga?) Suzaku is calling (Suzaku denwachuu.) Suzaku: "Yes, now in front of me, yes." (Hai ima, me no mae ni hai) Suzaku hands the cellphone to Lelouch (Keitai o Lelouch ni sashidasu.) Lelouch: "It's troubling me though, that way" (Komarundakedo naa, sonna erai kata nanka to) Nunnaly: "Hello? Oniisama?" (Moshimoshi? Oniisama?)
My conclusion: WHAT?! THE NEW GOVERNOR FOR AREA 11 IS SUZAKU?! O_________O
