On the topic of Nunnally, I believe that, while she was approved by the Emperor, she took up the position of her own volition. In SE 6, Clovis took up the original position of his own free will (he requested for it) because he wanted to remedy the area in honor of Lelouch and Nunnally *bursts into tears*. Knowing Nunnally's perceivable compassion for the people there, she could have wanted to do the same for Euphie and the Japanese. However, so little is known about her true personality/opinions, her actions could really mean anything.
