I don't think the Geass works like the Death Note because it overides subjective characteristics and thus makes the individual perform the order no matter what or die trying. I think that, had that girl been moved to the homeland, she would do everything in her power to come back (steal, kill, whatever). I think she is either dead, in a comma, etc ... or the wall is still a work in progress. The pull of the Geass, it has been suggested in canon, is basically irresistible.
