It's because Suzaku can be truly unpredictable when he wants. But yes, why the thought would have never crossed Lelouch's mind is because of his strive for revolution. He doesn't want any of the old system; whereas Suzaku just wants to work with what he's got and fix it. Even after all that's happened to him, he is ever the idealist.
