I really enjoy the way you phrase the Ougi thing. I think Lelouch was also very "bigger picture" in R1 and is now starting to really look at the pieces that make up that, how they complement his goals and which ones can be used in instances of enemies. Yes, Lelouch did act quite hurt at the idea of losing his most loyal knight. Aside from being a more terrible tease than ever, he also seems to be more encouraging to her than before. Maybe his way of reminding her he appreciates her loyalty.
