The distinction is important nonetheless. To me, using a person is on a different level than using a connection, which is what Suzaku is doing. When I think about using a person, I think of what Lelouch does to Rollo or what he planned to do to Euphie. Using their own feelings/emotions against them. Their is a definite promise of their getting hurt in the process. Even if Nunnally knew nothing and would have to learn the truth about Zero and Lelouch, which would lead to some hurt on her part, that realization is not cruel. It's more honest than simply lying and sheltering her forever. I see no reason why Suzaku shouldn't be as utilitarian as possible to stop a mass murderer, who could very well endanger Nunnally. I think the disappointment in Suzaku is unjustified when people remember what Suzaku thinks he's up against.
