Agree. Japan doesn't really matter for him, he just happens to be there.
And it might be just as you had said, he might not turn out to be as brutal as Cornelia, but certainly I doubt that he'll care as much for the weak ones. So in a way, his mother's death 'saved' him from personality corruption...
