I use plain old Photoshop 5px-9px brush and an A5 wacom inutos tablet. The last one was done on OpenCanvas :]

Personally I really loved his Knight outfit from S1, but his KoTR R2 outfit is nice too. Haha, are there any scans of these new outfits yet? It seems like his new flight suit has more green and gold this time. I'm sure it's tight as ever though. 8D

Angelic Layer is a manga by CLAMP where they have these little dolls battle each other. And since Suzaku is tiny, in CLAMP style, and has a similar hair style to the main chracter's doll, I can easily imagine him as one. XD

I never got far in the manga, but from googling Angelic Layer and even found out there are boy dolls (I thought they were female only). So Lelouch can battel with his Suzaku doll~.
