Actually, methane gas naturally spews from the ocean floor in some places, including around Japan due to the ring of fire being situated there and all. If you look, he fired AT THE SEA FLOOR, not a tank. The tank, I assume was to use the power of methane gas right there, I think.

Yeah, methane bubbles do that because they do something to the water to make your ships less buoyant and thus, ships capsize and sink like logs, and small bubbles in large quantities can overturn your ship simply bu knocking it off balance, like so.
