1) I think the Emperor would have been amused more than anything. He generally seems to have a pretty hands-off approach towards governing of the Areas and pretty much lets his children use them to squabble amongst themselves. It's a very "sink or swim" family, and if the SAR works, so be it, and Nunnally would have proven her worth, but if it fails, then it shows her weakness and lack of fitness for higher power.
9) I agree with most of that, but I don't think that he doesn't care at all about the individual soldier. But, he is so caught up in his end goal and in his relationships with those closest to him that he sometimes loses sight of the little people. He certainly does place a higher value on his loved ones, and he is selfish in that way, but that doesn't mean he doesn't care about everyone else. The very fact that his exile has reduced him to smallness instills in him a value for the meek.
