They're not stupid questions, no worries about that.

Those webmasters do like promotion for their websites, but there's also a well-founded fear that their art will be taken without permission. In most (if not all) cases, they leave a message on the splash page that says they do not want anyone to take their art and redistribute or modify them. Yet, many individuals ignore that request and it can force the webmaster to either restrict IP or to shut their sites down.

Redistribution in this case would be uploading the art elsewhere, with or without credit (it also includes djs scanning and distributing). Modification would be turning said art into icons, layouts and such (or scanlating).

Seeing that there have been both redistribution and modification on the community, I don't doubt that those webmasters would be displeased about the situation. That's why I recommend making those links non-direct links (it's more hassle for everyone, but it won't cut on the enjoyment of all) and to lock the post.
