It may be something only officials are aware of even so half of them shot at her like they're suppose to kill her. Either they're not being told a whole lot which is completely possible considering this is a Military, or most of them are morons.

Maybe the bag with holes did work. But then it's not even normal for a person to walk around with a bag on her head without anyone noticing, especially she's walking with lulu (the one under surveillance). Suzaku must be really dense to not notice this.

I'm more interested in the pic of child!Lulu that Anya has. That means she has some sort of connection to Lulu and his family. Especially since she immediately associated that name with the pic.
