hmmm... It would make sense that they'd speak their own languages at home and then use one for diplomacy since they're all brought together within the confines of the EU. If so, my guess at this point would be French, what with it's past of being THE language for diplomacy and culture, and since they decided to stick Napoleon in there too. Also I'd think using English when it's the official language of Britannia might not agree with them, what with their pride and language's ties to identity and power. They might view it as a bow down to Britannia.
I'd think the higher ups and those involved in politics would know multiple languages, including English and Chinese. But I suppose the question is what the average everyday person speaks.
