Here's probably the reason: Milly was in senior year in S1, and Lelouch was a junior. Now Lelough is in senior year, making me guess that Gino is probably in junior year.
I am probably mistaken, since I don't think it's been ever said in what grade he is *at least I can't remember*
"Senpai" is used when addressing a person in a higher grade.
