I was under the impression that Rolo was given Geass as part of an experiment. (during the last episode, they mentioned something about that? Giving people Geass and then studying them.) If that's the case, they probably did experiments on him, got what they wanted, and then decided that his powers were "suited for assassination" and gave him a job.
I suppose the rest were killed or used suitably in different fields depending on their powers.
... That could also make sense if we think about Rolo being the Emperor's child. He may have seen that Rolo had potential with Geass, or Rolo came across it somehow and was given a contract. I don't really know. It works in either case because if he was locked away as a test subject he wouldn't have come into contact with his real family, no matter who they were...?
