I agree with everyone else that his first round of children aren't really his ideal in who would take over his thrown when he left. Even Lelouch seems to have a low regard for Odyssesus (or however you spell it). Schniezel is just the best of Charles' other children, so he's the one being pitted up against Lelouch.
