As to why Lelouch, I think it was planned out since before his birth. Hell, even his BIRTH might have been planned with all of this in mind. People who can give Geass seem to have the ability to tell/sense when someone is able to receive Geass or be of some use to them or SOMETHING. It might be that V.V. could tell with Lelouch from when he was very young.
