Even though the process of using Refrain would hurt her, Suzaku's intention wasn't to hurt Kallen- just to get information out of her too.
But I agree with the "OH SHIT NO--" bit lol xD That it changes things since Kallen would be conscious of being drugged (for some of it) vs somebody going "wtf is that in his eye" when Lelouch uses his Geass.
