As it's been mentioned in the comments, considering the circumstances in which Suzaku thinks Lelouch killed Euphie, it wouldn't be unreasonable for him to think that he killed Shirley too. I think he still can't quite reconcile the Zero/Lelouch characters as one person.
Anyway, YES I am excited for Turn 17, just to see what goes down and how they'll act around one another truthfully after all this time. It's extremely unlikely to end well, as you suggested it will be the last episode when we get some kind of conclusion about their friendship, but I'm hoping this episode will give us more of an insight. Even if one or both dies, I just want their friendship to survive the series, so bad!
