Okay. So in that case, user's would not need someone to give them a Geass, right? I figured the "contract" was just so that people giving out Geass would have -some- measure of power over the people they gave it to, even if only in name...
But yeah, with kids + scientists, I really was thinking clone--er, genetically engineered/tweaked/etc. baby farm. And I guess it would make more sense to be like "let's kill 'em all [before they make more]" instead of just getting rid of VV and letting the rest die out (or giving them eyepatches, whatever)
