I think the level of extremity to which the story has Lelouch go in Nunnally's name fuels a sort of "more-than-family" vibe in some ways. Sunrise probably does it on purpose and keeps it completely ambiguous just for that reason. They play with a similar dynamic with Cornelia and Euphemia, Lelouch and Rolo (though only incest if you go to Ashford Academy), and (though not incest at all) Lelouch and Suzaku. That sort of "I do not act within the bounds of usual familial/platonic relationships for this person" behavior. Whether it be unusually touchy-feely, obsessive, possessive, all-consuming, or megalomaniacal behavior.
