I think it's partly because even if he tried to Geass Rolo, Rolo would have the upper hand and Geass Lelouch first.
The other reason, I think, is because Lelouch tries not to use his Geass on people close to him unless he absolutely has to. After using it on Kallen and being unable to Geass her again, he realized he had to be more careful with how he used it. Case in point: Suzaku. He never wanted to Geass Suzaku but did so to save him. Lelouch might've been holding off unless it was absolutely necessary.
