Weeell... I seriously hated her in season 1. She was so cold, and always slammed Lelouch for even considering thinking of the people who'd die in the crossfire. Mao made me angry, too. I think if she's been around for so long, she should have known better than to give a Geass to a tiny child and expect it to be capable of fulfilling any kind of contract. The fact that she encouraged his dependance on her and then abandoned him to go insane is just... augh. Though it's good that she seemed to feel kind of guilty about it. However, that guilt didn't seem to do much for her in the way of getting her to treat Lelouch as a human being.
By season 2, she's... a lot better. She's gotten in touch with her own humanity a bit more, but she sort of... doesn't do anything anymore, either. She just sort of hangs around taking up air and then looking superior at the most opportune moments. There's also the fanbrat part of me that gets annoyed when she sticks her nose into it every time Lulu & Kallen start to discuss personal things. And then there's Useless Moechan C.C., who... I actually kind of don't mind. She's gone and started filling in Shirley's role, but I think it's kind of that that they decided to destroy a set character in order to replace one they killed.
But... mm, she's not my least favorite anymore, like she was in Season 1, where she tied with Nina.
